Called Sex Worth Talking About, the campaign will feature on television, radio and online and will raise issues such as contraception, STIs and pregnancy.
Developed jointly by the Department for Children, Schools and Families and the Department of Health, the campaign is aimed at young people aged 16-24.
The government has aimed to not shy away from the important topics and has allowed advertising to take place prior to watershed enforcements.
Children's minister Dawn Primarolo said the campaign is all about making sure young people understand about sexual health so they can make educated choices without feeling confused or pressured.
"What we want to do is make sure young people are making informed decisions, that they are empowered and not coerced into feeling they have to behave in a particular way," she said.
"If we are going to get this cultural change that we need, we have to see open and honest conversations around sexual behaviour."
